Doesn't this remind you of the kind of excuse a teenager would give?
"Bush said if his administration had known more, it would have taken every action to thwart the al-Qaida terrorists."
It proposes a hypothetical rewriting of history, "If only cows could fly.....". But it doesn't answer the question, "Given what little you did know, was the appropriate action to just to do nothing?"
